
To strengthen its reputation as a global hub for European residency, Malta has revised requirements to the country’s permanent residency programme to increase flexibility for global families and investors.
Malta’s Permanent Residency Programme (MPRP) is recognised as a globally leading regime which grants successful applicants and their families the right to reside, settle, and stay indefinitely in Malta, in addition to access into the European Union.
The regime offers several financial and lifestyle advantages for applicants, including a no minimum stay requirement, which in addition to the favourable location, climate and economy Malta has to offer, has attracted many expats over the years.
The amendments made in 2025 aim to reduce administrative delays, streamline relocation and increase accessibility for applicants by widening investment requirements and property rules.
An additional institutional change also introduced the transfer of the licensing process under one agency, the Residency Malta Agency, to further streamline bureaucracy.
Here are the recent changes to the Malta’s Permanent Residency programme, the requirements, and benefits it has to offer.

Malta have introduced a temporary residence card for applicants which enables them to reside in Malta whilst their application is being processed. The card is valid for 12 months, which is converted into permanent residency once final approval. This change is ideal for families with children, enabling a faster and smoother relocation.
As part of the Malta Permanent Residency Programme framework, applicants are required to invest into property in either Malta or Gozo which is worth at least Euro 375,000 or rent a property at a minimum of Euro 14,000 annually.
To enhance investment value, the programme has removed the restriction of renting property during the five-year holding period and now permits applicants to rent out their property if they wish, providing they are not residing in Malta themselves.
The programme has also revised requirements for applicants leasing property under the MPRP, and now permits applicants to sublet their rented property after five years, under the landlord’s consent and given the Residency Malta’s guidelines are followed.

The revisions to Malta’s Permanent Residency Programme fee structure have increased administrative and contribution fees, however, also removed pricing distictions between renting or buying property, making the contribution equal.
The updated MPRP fees include -
• Administrative fee (non-refundable): €60,000
• Main applicant contribution fee (regardless of rent or purchase): €37,000
• Adult dependent fee (excluding spouse): €7,500
• Each additional dependent added later: €7,500
The MPRP grants successful applicants and their families the right to reside, settle, and stay indefinitely in Malta. The programme is open to third country nationals, excluding EU, EEA and Switzerland and nationals from sanctioned countries, which list is reviewed from time to time.
The main applicant must be at least 18 years old and demonstrate stable, regular income sufficient to support themselves and their dependants without relying on Maltese social assistance. They must hold assets of at least €500,000, including €150,000 in financial assets, or €650,000, including €75,000 in financial assets.
The applicant must possess a valid travel document, have a clean criminal record, and provide evidence of good health with no contagious diseases or conditions that could place a significant burden on Malta’s healthcare system. These requirements also apply to all dependants.
Required commitments include payment of a non-refundable administrative fee of €60,000 covering all applicants, and a government contribution of €37,000, whether purchasing or renting property in Malta.
The applicant must either purchase qualifying property valued at a minimum of €375,000 or rent property for at least €14,000 per year in Malta or Gozo.
Additional requirements include a €2,000 donation to a registered Maltese voluntary organisation, a comprehensive health insurance policy covering Malta, and a €7,500 fee for each adult dependant included in the application (excluding the spouse).
A processing fee is applicable prior to the issuance of a residence card.
